Mayor Janice Lomax was a fictional character on General Hospital.

She was portrayed by actress Saidah Arrika Ekulona from May 23, 2012 to August 2015. She was later portrayed by actress Shari Belafonte on January 19 to June 24, 2016 before being replaced by James Patrick Stuart as Valentin Cassadine two weeks later and later Jack Dylan Grazer as Donald Cassadine and Scarlett Fernandez as Charlotte Cassadine for a year and a half filling in the void before returning on December 20, 2017 replacing Luke Massy as Frank Anderson and Daniel Lujan as Greg Barnes after the character's arrest and imprisonment, Gavin Alexander Hamilton as Russ Delvin, Gene Farber as Richard Klein, and an unknown actor as Steven Culp before being replaced back by James Patrick Stuart as Valentin Cassadine and Scarlett Fernandez as Charlotte Cassadine before the characters left town and disappeared nearly seven years later on July 17, 2024.

In December 2015, it was revealed that actress Shari Belafonte is going to replace Saidah Arrika Ekulona as Mayor Janice Lomax. She made her first appearance on January 19, 2016. Storylines[]

Mayor Janice Lomax first appears in May 2012, in order to terminate Mac Scorpio from his position as police commissioner, citing the unsolved deaths of Cole Thornhart and his daughter Hope, as well as the actions of corrupt detective Ronnie Dimestico, as her main reasons why. Lomax also expressed concern following the conviction and imprisonment of Mac's daughter Maxie Jones in connection with the murder of Lisa Niles, and the potential negative publicity it could bring the police department, and by extension, the mayor's office Lomax subsequently pursues Anna Devane to succeed Mac, a job which she ultimately accepts despite some early reluctance.

Lomax resurfaces in August 2012 to appoint John McBain while Commissioner Devane was away in Europe in charge of the police investigation into a terrorist act committed by Jerry Jacks whereby he contaminated the water supply with a dangerous pathogen with the help of Cesar Faison and Liesl Obrecht in revenge for Franco before his was revealed to be alive in 2013 as Michael Corinthos and Diane Miller did not drink the water because of their own safety after Delores Padilla moved to New York City.

In March 2013; Lomax appears again to figure out what to do with the escape situation aftermath of Lucy Coe, John McBain, and Rafe Kovich, Jr. escaping with the help of Molly Lansing-Davis to save Sam Morgan and Danny Morgan from the deraigned Caleb Morley/Stephen Clay who is like the American version of Cesar Faison. Anna Devane tries to resign from the police commissioner position, but Mayor Lomax can not let this happen. She says that would impact her image too much and tries to figure out what to do with the fugitives. She says that if they release them, they would be encouraging vigilante, but if they press charges it would cause problems too. She goes to the media in the PCPD main room and says that they the three fugitives were acting in accordance with Police Commissioner Anna Devane and are going to be released.

She was said to officiate the wedding between Laura Webber and Scott Baldwin, but she was too booked and Lesley Webber steps in.

In January 2015, Lomax tampers with the mayoral election votes with the help of Kyle Sloane and Nikolas Cassadine to win the election against Felicia Scorpio. Immediately after "winning" the election, Lomax fires Anna Devane and replaces her with Sloane in revenge for the late Peter Harrell, Jr. aka Levi Dunkleman because he is ordered to keep quiet about Robin's kidnapping after Larry Ashton fled Port Charles. In May, Lomax tells Nikolas that she plans to run for governor against Governor Richard Gatling. She then fires Sloane as commissioner and replaces him with Jordan Ashford. In August, Lomax forces Scott Baldwin to step down as District Attorney because his son Franco Baldwin was charged for murdering Silas Clay. She replaced him with Ric Lansing as Acting District Attorney since he did not drink the contaminated water.

On January 19, Mayor Lomax has lunch with Paul Hornsby and they talk about how to take down Sonny Corinthos. Later on, she and Olivia Quartermaine go over plans for a luncheon that the mayor is holding at the Metro Court. During that conversation with Olivia, she gets disgusted that Olivia wants to breastfeed her son in the Metro Court restaurant. She tells Olivia that "If she breastfeeds her son in the restaurant she will have her arrested for public indecency". After Olivia gets aggressive, the mayor has her security guy escort Olivia out. It is later revealed that the Mayor had Olivia arrested for assault but the charges are later dropped

On January 29, she goes to Dante's apartment to try and get him to get Olivia to drop the lawsuit against her. Later on, she tells Olivia that city functions will no longer be held at the Metro Court hotel.

In February 2016, Lomax had no skills of being a hostage negotiator when the wedding disaster at the All Saints Church occurred in revenge for Helena Cassadine and she became outraged after she violated everybody's constitutional rights. The aftermath of the wedding disaster lead Mayor Lomax being interviewed by the press as security at the All Saints Church to be tightened. Then came the will reading of Helena Cassadine afterwards after her involvement of complicity to violate everybody's constitutional rights by holding everyone hostage resulted her being sued in civil court in which Morgan Corinthos is unable to sue and testify against her.

After the will reading, Mayor Lomax was sued in civil court twice. First by the people who's constitutional rights were violated in February all thanks to her complicity with Landon Dixon. And against by Olivia Falconeri with judge James Horowitz presiding over both cases and Mayor Lomax's lawsuit was unsuccessful, but the citizens' lawsuit against her was successful all thanks to former district attorney and attorney Ric Lansing, attorney Alexis Davis, and the American Civil Liberties Union in which Janice received a warning from the Governor of the State of New York that she might face impeachment.

On June 24, 2016; Lomax was last seen onscreen before being replaced by Valentin Cassadine arrived to Port Charles who later became the ownership of Spoon Island one month after Sabrina Santiago's death and Mayor Lomax gained Valentin as a friend for a year and a half.

In January 2017, Mayor Lomax filed a protection order against Sonny and Olivia under Valentin and Nina's orders offscreen while Sonny was on house arrest framed by Olivia Jerome as Sonny was also told that he was not allowed to see Charlotte Cassadine via court order. Mayor Lomax gained Charlotte as a new friend because she and Valentin supports the mayor and respects her very well revealing that she is also friends with Judge Natalie Rawles because Valentin has been given sole custody of Charlotte and Lulu supervised visitation (one hour a week). It was also mentioned that in 6 months custody will be revisited just like Maxie Jones who was seeing Judge David Walters returning the favor meaning that Valentin and Charlotte are Mayor Lomax's new friends and supporters.

On December 20, 2017; Mayor Lomax reappeared once again at a town hall meeting to discuss the redevelopment of the Charles Street district after a year and a half of her absence and being replaced by her supporters Valentin Cassadine and his own children Donald and Charlotte and nearly two months after the crime at the Metro Court Hotel restaurant by two suspects who are revealed to be in revenge for Cesar Faison as they were arrested, lawyered up, and sent to prison leaving Dante's partner Nathan West unharmed along with Franco who was also unharmed and she became outraged in the aftermath. She was happy to see Ned Quartermaine to represent ELQ International and Valentin Cassadine of Cassadine Industries in with the "win-win" situation after meeting Molly Lansing-Davis and T.J. Ashford for the first time in person since after testifiying for the lawsuit against her after Britt Westbourne's imprisonment.

Minutes later, the town hall meeting was underway, T.J. said that the working class families could barely afford rent as and Mayor Lomax says that students moving off-campus helped cause higher rent. Molly accused Mayor Lomax of deflecting and violated her constitutional rights over a year earlier.

Her conspiracy in tampering with electoral votes was later exposed to the public as Mayor Lomax's election has been invalid on December 26, and she soon stepped down from her position as Mayor as she resigned on December 27. Valentin and Nina were disappointed about the outcome of Mayor Lomax since they did support her all the way until her resignation.

After her resignation, Jim Harvey of Niagara Equities coming to Port Charles who tries to follow Janice's idea in the beginning of 2018 a day after Erich Sydney was captured and sent to prison as well as Cesar Faison coming back to Port Charles leaving the city unprotected without a mayor nearly three weeks later on January 19 after Janice became a fan of The Invader. Her new friend and Paul's successor Margaux Dawson attempts to finish the job she and Paul started and make Ned Quartermaine proud after the deaths of Cesar Faison and Nathan West resulting in an earthquake in March after Ned was elected mayor.

In March 2018, former Mayor Janice Lomax finds herself deeply involved in disaster relief efforts following a devastating earthquake that has ravaged Port Charles. Initially, the community rallies around her as she secures resources and coordinates aid for those affected. Her experience as mayor, albeit controversial, positions her as a leader during this crisis, allowing her to channel her guilt and past misdeeds into meaningful action.

However, as the weeks pass, Janice uncovers troubling information linking Jim Harvey, the owner of Niagara Equities, to illegal fracking operations that threaten both the environment and the recovery efforts in Port Charles. Her discovery serves as a reminder of why aligning with Harvey was a grave mistake made during her time in office. Jim's dubious dealings had always lurked in the shadows, but now they have the potential to escalate into a public outrage that could further tarnish her already damaged reputation.

Haunted by her past involvement in electoral tampering—an act exposed by Lulu Spencer and leading to her resignation—Janice finds herself at a personal and moral crossroads. The earthquake serves as both a backdrop for her redemption and as a catalyst for reevaluating her choices. As she weighs the implications of blowing the whistle on Harvey, she struggles with the possibility of losing the goodwill she has gained from the community through her relief efforts. Ultimately, Janice must navigate her own redemption arc while grappling with the consequences of her past alliances, leading to an intense moral conflict that could define her future in Port Charles.

In 2020, former Mayor Lomax approves of Valentin Cassadine as the CEO of ELQ International to help benefit Charlotte and her future because she likes the idea. She also likes the idea of Valentin wanting to become mayor and follow in her footsteps.

On February 19, 2024; former Mayor Lomax approves of Valentin Cassadine being owner and Nina Reeves being publisher of The Invader after Valentin bought it from Shawn Butler who is now living in San Francisco. She later becomes the receptionist at The Invader offscreen as she was hired by Valentin.

On March 6, Janice meets Adrian DeWitt as the social columnist for The Invader who her friend and supporter Nina Reeves promoted to associate publisher which editor-in-chief Alexis Davis is against and receptionist Janice Lomax approves.

On July 1 as Alexis got her law license back, Janice is happy with Adrian DeWitt being promoted to Acting Editor-in-Chief of The Invader the same day that Adrian visited Ava Jerome's hotel room.

On July 17, Janice's friends and supporters Valentin and Charlotte left Port Charles and they are currently nowhere to be found. Janice later assumes the role of owner of The Invader because she says that Janice's friends and supporters Valentin and Charlotte Cassadine are everywhere and wherever they go.
