He was played by Luke Massy from October 3 to October 27, 2017 before being replaced by Roger Howarth as Franco Baldwin before the character's death in 2021, an unknown actor as Steven Culp, and Shari Belafonte as Janice Lomax before the character's resignation as Mayor of Port Charles.
